The meeting was called to order by Chairperson Harlan Glenn @ 7:02 pm.   101 clubs.

v       MINUTES:  To accept the minutes as filed of April 11th .  Motion by Joan, 2nd by Burt.  Approved

v       APRIL FINANCIAL STATEMENT/FINANCE COMMITTEE:

Doug reported that the finance committee met to discuss the AKCA, KOI USA and Project KHV investment accounts.  It was decided to leave the AKCA Investment account ($49.7k) 23% in Money Market @ 2.518%, 21% in American Balanced Mutual Fund, 56% in staggered CDs.  The KOI USA Inc. account will stay at ($48.7K) 44.8% in insured cash account @ 0.315 daily rate and ($60K) 55.2% in a CD @ 3.5% due 3/27/09.  The Project KHV account has $15K cash on hand and $80.6k in a CD @ 4.4% due 5/19/09.  Will roll over only $70K into staggered CDs with best rates.  Doug did not have a figure for our investment account for April.  Doug bought a $40k 12 month CD @ 3.55% and a $40K 6 month CD @ 3.25%.  Doug asked Debby to place a note on the bookstore website that only orders shipped within the US will be accepted and orders from outside the US will immediately be refunded.  And to tell them that orders from outside of the US may only be made with a credit card thru the 800 number by phone or fax number.  Doug could not deal with the added postage to ship outside the US thru the PayPal system because it does not provide credit card info to charge the extra shipping.  Doug is concerned that we have bookstore order faxes with credit card numbers sitting in an open area at Blue Ridge all week for anyone to pick up.  Harlan will get cost for AKCA to add an extension phone line to move the bookstore fax machine back to the locked bookstore area.  Doug sent letters to all Canadian clubs in August, 2007 telling them the AKCA Board reduced their dues to $50 because membership would not include insurance.  He has researched the AKCA Board meeting minutes for July and August, 2007 and the records he kept of all past AKCA Board meeting motions and found no motion for that decision.  This also requires a change to the AKCA By-Laws which state dues are $100 for all clubs.  Motion:  To request a change to the AKCA By-Laws to be sent to all clubs for approval to reduce dues for Canadian clubs to $50 and delete insurance coverage for Canadian clubs.  Motion by Doug, 2nd by Joan. Approved.

COMMITTEE REPORTS:

v     SCIENTIFIC/KHA:   Spike reported that they still have to complete the CE section redesign.  Marie Loftis has been working on getting the (combined) KHA & Project KHV booth preparations ready for the Seminar.  Ray Jordan has been working diligently to understand and limit a KHV outbreak that happened shortly after a recent koi sale in his area.  His work has likely resulted in saving fish.  This is a good example of what the KHA program hoped to do for the koi community.

v     KHV Project:  Spike reported that they have about 5 Dealers and Vets that have committed so far to participate in the beta testing of the BHP.  Richard Strange has the course outline sufficiently completed such that he could start training vets right now.  Jerry Heidel and Tim Miller-Morgan are working on finishing the editing the complete BHP document and estimate that it will be done by 5-30-08.  Dale has the new Project KHV web site up and it looks great!

v      PUBLICATION:    Joan reported that Doug fired NCO Collection Agency after they sent a threatening message on his private cell phone to collect $75 that we don’t owe.  We will be sending Las Pampas Koi Club $100 for an ad in their pond tour booklet.  Discussion about ordering envelopes;  30,000 envelopes will be ordered.  Bryan Bateman is writing on koi varieties.  Postage to Canada will have to be increased as our costs have increased.  Steve has a list of topics he wants to cover in the magazine and will send it to the committee so they can help him find qualified authors.  Tom will send Steve pictures for a KOI USA

v      Powerpoint presentation for the AKCA Seminar in Florida.  Brenda requested articles to work on.  Steve will be sending Batemean’s article and J.R.’s as well.  Joe White hopes to get the May/June issue up.  He has installed the Quark and it has made his work installing, articles for the library, a great deal easier.  Tom has been instructing Joe on how to extract the content he needs from the master Quark files.  In the past, Tom has requested that someone provide him with a list of articles that are to go on the “subscribers only” site.  To date there has been none so the project is stalled.  Joan went over the number of pages lost in the past year and what we have replaced them with.  Tom had been asked to attend the meeting to discuss possible conflicts.  Much discussion followed.  Motion:  To direct KOI USA Board to give Tom Graham 60 day notice.  Motion by Burt, 2nd by Joan. Approved with 2 opposed.  Joan will call an emergency KOI USA meeting.  It was also stated that Bill Thompson has resigned from the KOI USA Board for personal reasons.

v      MEMBERSHIP:  Doug asked that any new director rep be reported to Doug; please send him their email address.

v       JUDGING:  Bob stated that there have been a few problems with the upcoming Seminar.

v       SPEAKER’S GRANT:  Burt reported that Florida East Coast used their grant and have sent in their receipts to Doug and that they wanted to thank AKCA.  No news from Piedmont, Oklahoma, Santa Clarita and Greater Louisville clubs.  Northwest club emailed a request for a new letter and due date into.  Drop dead due date is Sept. 30, 2008 for submittal for reimbursement for up to $400 reimbursement for travel and 1 nights stay for speaker.

v      GUIDES:   No report.

v      INSURANCE:  Burt reported that Hartford offered renewal; premium is same as last year.  He hasn’t received an offer as yet for the Director/Officers insurance but did receive the carrier’s annual questionairre that Doug completed and returned.

v      2008 Jacksonville, Fla. Seminar:  Burt reported that he had to remove a couple from the Seminar committee; all seems to be going much better since.  There are 114 registered thus far with 14 vendor booths sold.  There is concern with the River Tour and St. Augustine Historical Tour.

v       2009 San Diego, CA:  Burt reported that Galen is gone; will be back soon.  They are working on the layout for the koi show.  Most of the speakers have been committed, however, we still need the registration form for approval.
